IEP Process
IEP Evaluation and Eligibility Process:
The IEP process at TCUSD follows the legal framework for special education:
- Referral/Request for Assessment – A parent, teacher, or professional refers a child for evaluation if there are concerns about learning or development.
- Parental Consent for Evaluation – Before formal assessments begin, the district must obtain written consent from the parent.
- Comprehensive Evaluation – A team of qualified professionals assesses the student in all areas related to suspected disabilities.
- Eligibility Decision – An IEP team, including the parent(s), determines whether the student has one of the 13 IDEA-defined disabilities and if it adversely affects educational performance.
- IEP Development – If eligible, the IEP team writes the Individualized Education Program (IEP), outlining present levels of performance, annual goals, specific services, accommodations, placement decisions, and how progress will be measured.
- Annual Review and Reevaluation – The IEP is reviewed at least yearly, and a full reevaluation typically occurs every three years.
Parents are considered essential team members at every step, and procedural safeguards are provided to ensure meaningful participation and understanding of rights.
TCUSD emphasizes inclusion by integrating special education supports into general education settings whenever appropriate, promoting access to the core curriculum and peer interactions. Teachers, specialists, and leaders are empowered to implement evidence-based practices and work together to support each learner’s academic and social-emotional growth.
